If the fish is not feeding on the surface, it is not always necessary to reach the bottom in order to be effective. Nymphs and submerged fly work in that layer of water between the surface and the bottom, making them extremely effective when fish are concentrated on feeding on adult insects that come off the bottom to reach the surface.
